Background
MJB Properties Site is a waterfront Site in Anacortes that encompasses part of the Scott Paper Mill consent decree area and part of what was called MJB North Dock Area (southern portion of the overall Site). The Site originally consisted of a shingle mill, single-family residences on the North Dock Area, and a pulp mill (closed in 1978) on the Scott Paper Mill consent decree area.
Status
Multiple investigations occurred in the North Dock and Scott Paper Mill areas between 1993 and 2011 with limited interim actions. Excavation of contaminated soils on the MJB Properties occurred in 2011 and limited contaminated soil excavation on the MJB North Dock Area occurred in July 2013. Following soil excavation and confirmation sampling in 2011, an Environmental Covenant was established for two parcels in the eastern area where soil remains above the limits set by the Model Toxics Control Act (MTCA).
Currently the two sites (North Dock area and Scott Paper Mill consent decree area) are being developed as one site under MJB Properties.

Site Use Restrictions Called Institutional Controls Are In Effect
Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.
Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
