Proctor Station is located at the intersection of North 28th and North Proctor streets in Tacoma, Washington. This property is located in an area classified by the City of Tacoma as a Neighborhood Commercial Mixed Use.
History
This 1.52-acre Property was scheduled for future development into a multi-use community consisting of residential apartments and commercial units. Prior to 2015, this Property consisted of single-family homes and an empty gravel lot.
Why did the Property need cleanup?
In February 2014, soil testing found the surface soil contaminated with Arsenic and Lead This contamination is likely a result of air pollution from the former Asarco smelter in Tacoma. Air pollution from the smelter settled on the surface soil over more than 1,000 square miles of the Puget Sound basin. The contaminated area is known as the Tacoma Smelter Plume and is managed under the Asarco Tacoma Smelter Site. Arsenic and lead in soil can cause adverse health effects with long-term exposure. Developers within the Tacoma Smelter Plume are encouraged to cleanup properties within the plume during residential development. Ecology provides free Technical Assistance to developers.

How was the Property cleaned up?
In May 2014, ECO Compliance Corporation developed a cleanup action plan for the Property. The plan selected soil excavation and disposal as a way to remediate the Tacoma Smelter Plume contamination. Ecology agreed with the plan for cleanup plan, however, the cleanup happened before Ecology could issue an opinion letter on the proposed cleanup.
In July 2014, Proctor Investors LLC remediated the Property prior to its development into a the mixed-use community. They excavated the upper eight inches of contaminated surface soil and disposed of it to a designated landfill with an authorization from the Pierce County Health Department.
How do we know if the cleanup was satisfactory?
In 2014, the developer joined the Voluntary Cleanup Program with Ecology, requesting an opinion on the cleanup of the Property. They provided Ecology with a cleanup report containing the results of the soil sampling after the cleanup.
They did not sample the soil below the excavated areas because the soil sampling in the deeper soil layer prior to soil excavation and disposal showed arsenic and lead levels below their cleanup levels for unrestricted land use. Additionally, the development plans required the excavation of eight to fifteen feet of soil to accommodate an underground parking lot. Ecology determined that the Property was cleaned to satisfy state requirements and issued a No Further Action determination. In 2015, the developer transformed the Proctor Station Property into a mixed-use community.

This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.
Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.
