This site has confirmed or suspected contamination that could potentially harm people and the environment. It is in the state cleanup process under the Model Toxics Control Act.
This site is permanently shut down. It continues to discharge stormwater and other permitted streams under it's National Pollutant Discharge Elimination System Permit (NPDES) to Commencement Bay.
Ecology has begun negotiations with WestRock CP, LLC; Simpson Tacoma Kraft Company, LLC; International Paper Company; potentially liable persons for the site, for an agreed order to complete a remedial investigation, feasibility study, and draft cleanup action plan. The site is contaminated due to industrial practices and historical land use.
Ecology will update this site when the Agreed Order goes out for public comment.
