Status Update

This site received a No Further Action letter on April 7, 2011.

Site Background

The Site comprises contaminated fill situated on the property at 980 Mitchell Avenue in Port Orchard, Washington (the Property). This Property was originally part of a larger parcel that had as an address 900 Mitchell Avenue. The larger parcel was apparently purchased by the Kitsap County Consolidated Housing Authority, and split into two parts to accommodate Phase I and Phase II development of a senior housing complex. Phase I of the complex has been completed, and has the address 920 Mitchell. Phase II has not been built, but has the address 980 Mitchell.

Contaminants comprising the Site include gasoline-, diesel- and oil-range petroleum hydrocarbons, arsenic, and polycyclic aromatic hydrocarbons (PAHs), including carcinogenic PAHs (cPAHs).

The selected cleanup action for the Site was complete excavation and off-Property disposal of contaminated soil.

Voluntary Cleanup Program

This site was under the Voluntary Cleanup Program at Washington State Department of Ecology (Ecology) Northwest Regional Office. The Voluntary Cleanup Program enables owners of contaminated sites to meet state cleanup standards independently and to receive technical guidance from Ecology during the process.

The Voluntary Cleanup Program enables owners to work on a contractual basis rather than under an Ecology legal order. Participants in the Voluntary Cleanup Program pay fees to Ecology to cover the department’s costs for guidance and review. Voluntary Cleanup Program sites must meet the same cleanup standards as properties formally managed by Ecology under the state’s cleanup law, the Model Toxics Control Act, created by a 1989 voter initiative.

Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.
