Site Background
Goose Lake is located 0.3 miles west of Shelton, next to Highway 101. In the past, Rayonier Inc. (Rayonier) ran a pulp mill on Oakland Bay. The mill discarded waste at the Goose Lake site.
As a result of previous activities, the site is contaminated with:
• Metals
• Polycyclic aromatic hydrocarbons (PAHs)
• Dioxins
• Sulfide
• Semivolatile organic compounds (SVOCs)
• Polychlorinated biphenyls (PCBs)
Liquid waste
Between 1931 and 1934, Rayonier pumped liquid waste from the pulp mill into Goose Lake. Rayonier moved the waste from the mill to the lake through a wood pipeline. When the lake reached capacity it began to overflow. To solve this, Rayonier created disposal ponds near the lake and pumped the waste into the ponds instead of the lake. As a result, Goose Lake’s surface water, sediments, and drainage ravine are contaminated.
In 1943, Rayonier shut down the mill during World War II and stopped liquid waste disposal at Goose Lake.
Solid waste
Rayonier also created a landfill on the east end of Goose Lake where they placed solid waste. The waste included wood debris, pulp by-products, building materials, ash from the incinerator, and demolition debris when the mill closed. The landfill received solid waste from 1936 through 1974.
As a result of previous activities, the site is contaminated with:

Current Status
In 2001, Ecology entered into an agreement with Rayonier and Peninsula Holdings Co. LLC (Peninsula Holdings) to clean up the site. Peninsula Holdings previously owned part of the site south of the lake including the drainage ravine.
Peninsula Holdings declared bankruptcy in 2005. The Peninsula Holdings parcel was then sold to Shelton Hills Investors, LLC (Shelton Hills). Shelton Hills plans to develop the adjacent area for mixed use.
Ecology is working with Rayonier to finalize a draft Remedial Investigation (RI) report. The report describes the nature and extent of site contamination. Rayonier will also submit a draft feasibility study (FS), which compares cleanup options. A draft cleanup action plan (CAP) outlining the recommended cleanup will follow the RI/FS reports. Ecology will hold a public comment period on Goose Lake cleanup plans when they are available.
