Beginning June 2, Stericycle will be moving its hazardous waste activities from its facility in Kent to their facility in Tacoma. In 2015, Ecology approved a Resource Conservation and Recovery Act (RCRA) permit modification for this hazardous waste treatment, storage, and disposal (TSD) facility that included relocating operations to Tacoma.  The Tacoma facility is located in a highly industrial area in the Tacoma tide-flats. There will be no change in the number of trucks going to and from the Tacoma facility.

Site Background

PSC Environmental Services LLC (PSC) operates this dangerous waste management facility in the Tacoma Tideflats. Dangerous waste operations occur on about 3.5 acres of a 17-acre site. The facility’s legal name is Burlington Environmental, LLC.

The facility includes a check-in and storage area for containers of dangerous waste, tanks to store and treat wastes, and equipment to stabilize and solidify waste. PSC’s dangerous waste permit, renewed in 2012, requires PSC to upgrade the facility with:
  • A cover over their container check-in area.
  • A roof over their existing container storage area. 
  • Concrete containment between the check-in and container storage areas. 
  • Bulk container storage area used for stabilized and solidified wastes.  

Site Contamination

This area was once tidal marsh and tideflats before the waterways were dredged and land was filled with the dredged material from 1924 to the 1940s. Industrial wastes were used as fill material from the 1960s through the 1980s. Soil samples at the site and neighboring properties show:
  • Wood debris from nearby forest product industries, in some places as great as 10 feet thick.
  • Pulverized or fragmented auto debris (“auto shredder fluff”). 
  • Lime solvent sludge.
From the 1960s to the 1970s, wastewater from oil recycling, petroleum tank-cleaning scales, and sludge were placed in a pond at the site. Tanks were added to store and treat liquid wastes and wastewater. This oil pond was later filled with auto shredder fluff, lime, silty sand, and other materials.

Soils and groundwater are contaminated with:
  • Petroleum hydrocarbons
  • Volatile organic compounds (VOCs)
  • Semivolatile organic compounds (SVOCs)
  • Metals
