Site History
Ecology added Skyline Fluid Power Inc to Washington's Contaminated Sites List in 2006, based on inspections to ensure dangerous waste was being managed and stored properly. Issues noted between 1994 and 2018 included:
- Storing more than 50 drums of used oil and waste solvent
- Discharging sump sludge, oil, and solvent to the ground
- A drain from a concrete wash pad between the office and shop building that led to a drywell in an alleyway where a large pool of oily sludge was noted
Following the first inspection in 1994, we issued an administrative order requiring wastes to be labeled, proper container management, and soil sampling due to spills to the environment. Follow-up inspections were done in 1995, 1997, 1998, 1999, and 2006, when Ecology decided the environmental impacts and failure to correct issues required adding Skyline to the Contaminated Sites List. Ecology sent Skyline a letter notifying them of the listing and encouraging them to cleanup the site through our Voluntary Cleanup Program.
In 2007, we did a Site Hazard Assessment and ranked the site a 2 on a scale of 1 to 5, with 1 being the highest risk. This was based on stained soil where spills of oil and solvents likely occurred, ongoing improper waste storage, and the potential for wastes to enter groundwater and the nearby Touchet River.
From 2006 to 2008, Ecology continued to inspect the site and encourage compliance with dangerous waste regulations. A March 2008 inspection found Skyline had complied with requirements.
In 2010, Ecology visited the site twice to evaluate cleanup needs and took samples from the drywell and analyzed them for metals, petroleum, polychlorinated biphenyls, and polycyclic aromatic hydrocarbons.
Based on these sample results and past inspections, we determined cleanup should be done. However due to dangerous waste use and storage decreasing at the site and a partial change in land use to include an on-site nursery, the likelihood of an immediate contamination release that would harm people or the environment was considered to be low. We have not yet had funding to complete the cleanup using the Eastern Washington Clean Sites Initiative, but the owners could complete an independent cleanup at any time.
In April 2016, we received a complaint about Skyline's waste management practices, which caused us to do another inspection, again finding issues with dangerous waste storage. We sent a letter requiring Skyline to correct the issues, to which we received no reply, so we did a follow-up inspection in October 2016. We found some issues had been addressed, but containers and tanks of used oil were still sitting on the ground with no protection from the weather or secondary containment. We contacted Skyline in 2018 to see if the issue was corrected and were told the oil was no longer being stored there.
