Investigation To Determine If Soil Is Contaminated
You may see some work activity, including trucks and people, at the site. The work is needed to investigate if soil contamination is above state cleanup levels. If the site is contaminated, then the investigation will determine where the contamination is located, and the the PLPs (potential liable persons responsible for cleanup) will resume the upland cleanup.
Site Description
The Evergreen Fuels site is located next to Shelton Harbor. It operated as a gasoline and diesel tank farm and distribution facility starting in 1913. A 2003 diesel spill alerted Ecology to petroleum contamination at the site.
Former owners (PLPs), Chevron Corp. and C.C. Cole and Sons, entered into an Agreed Order (legal agreement) with Ecology in 2006 to clean up the site. The cleanup included removal of the fuel distribution infrastructure and excavation and off-site disposal of contaminated soil. Groundwater was treated to speed-up biological digestion of petroleum in the water.
Most of the contaminated soil was removed in 2006 to 2007. Some contaminated soil was not removed because it was close to the shoreline timber bulkhead and the roadway. Removal of contaminated soil near the bulkhead and roadway would have threatened their stability.
Since 2007, natural biological activity of microbes in the soil may have decreased soil contamination to amounts below state cleanup levels. The current investigation will determine whether or not the soil remains contaminated.
Current Status And Potential For Cleanup
In 2019, the Shelton Yacht Club bought the property. The owner plans to redevelop the property and remove the deteriorating timber bulkhead as part of a larger marina improvement project. In the process of removing the bulkhead, the proposed backfilling behind the bulkhead should allow for removal of the treated timber and any remaining contaminated soil.
If the plan to remove remaining contaminated soil is consistent with the 2006 Cleanup Action Plan and Agreed Order DE 3937, then Ecology will consider it a resumption of the plan approved by Ecology more than a decade ago, and development of a new plan will not be necessary.
If cleanup construction is necessary, it will resume in coordination with Shelton Yacht Club's marina improvement project, which is anticipated to begin in 2023.
