Former Unocal-Hulco Bulk Plant site, 301 Columbia St NW, Olympia

The Former Unocal-Hulco Bulk Plant is located at 301 Columbia St NW. The City of Olympia owns most of the site. It is now the north part of Percival Landing Park.

From about 1910 - 1993, Unocal used part of the site as a bulk fuel plant for storing and distributing petroleum products. From about 1924 - 1980, several companies used the other part of the site as another bulk fuel plant.

Sampling from 1988 - 1995 found soil and groundwater polluted with gasoline, diesel, and oil-range petroleum hydrocarbons and volatile organic compounds.

Site Cleanup

In 1995 and 2001, over 10,000 tons of contaminated soil was removed. Over 120,000 gallons of water was also treated.

In 2010 - 2011, the city found that some contamination remained. They:
  • Removed about 11,000 more tons of contaminated soil.
  • Installed a sheet pile wall along the shoreline. It prevents a small area of contaminated soil and groundwater that is under the boardwalk from reaching Budd Inlet. 
  • Placed an environmental covenant on the site. It prohibits activities that could release remaining contamination.
Ecology considers cleanup complete. The site was cleaned up under the Voluntary Cleanup Program. We have removed the site from the Contaminated Sites List.

Voluntary Cleanup Program

This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.

Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.

Site use restrictions called institutional controls are in effect

Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.

Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
