The Keyes Fiber Site, located north of Wenatchee on the east side of the Chelan Highway, processes used paper and manufactures it into packing trays for apples and other fruit. Prior to a plant modernization an environmental assessment was conducted, which revealed the presence of a significant amount of oily-stained soil.
In January 1991, a preliminary sampling and analysis program was conducted to characterize the visibly stained soils. Samples were tested for Total Petroleum Hydrocarbons-Diesel (TPH-D),
polychlorinated biphenyls (PCBs) and Toxic Cleanup Leaching Procedure (TCLP) metals. Of the parameters tested, only TPH-D exceeded MTCA Method A cleanup levels.
In April 1991, soil samples were collected and analyzed for TPH-D, TCLP metals, PCBs, Benzene, Toluene, Ethylbenze and Xylene (BTEX). Results for TPH-D exceeded the MTCA Method A cleanup level, while all other results were either non-detect or below MTCA Level A limits.
In May 2001, additional sampling was done to further delineate the extent of the oily soils. The samples were analyzed for TPH-D and confirmed contamination exceeded MTCA Level A cleanup levels.
In 2002, Ecology reviewed the Site file under Voluntary Cleanup Program (VCP). Ecology determined that further action is necessary at the Site for the oil contaminated soils. Ecology also reviewed the lagoon closure at the Site and determined that No Further Action is necessary at the Lagoon Closure.
The Site is currently on Ecology’s Hazardous Sites List with a ranking of “5”. Sites on the Hazardous Sites List are a priority for Ecology, and have completed a Site Hazard Assessment (SHA). A SHA provides information about the environmental risk of the Site. Risk is based on the amount of contaminants, how toxic they are, and how easily they can come in contact with people and the environment. Sites are ranked relative to each other on a scale of “1” to “5”; with a rank of “5” being the lowest.
