Status Update
This site was issued a No Further Action Letter from Ecology on September 4, 2008.
Site Background
The Site consists of Snohomish County tax parcels numbers 2905210020100 (the northern parcel, addressed 2320 Railway Avenue) and 00480100200901 (the middle parcel, addressed 2410 Railway Avenue), and a small portion of the northwest corner of tax parcel 00480100200102 (the southern parcel, addressed 3821 26th Place). These Properties were historically referred to as Lots 3 and 5.
The area around this Site was developed with a sawmill by the early 1940s. A railway spur extending to the sawmill area was also present. At that time, Kimberly-Clark Worldwide Inc. owned a 101-acre area, which included this Site.
The Site remained undeveloped until the 1960s when a chip mill was constructed. From the late 1960s through the 1990s, the Site was used for storage of untreated logs. The Site was used for storage of wood chips and hog fuel from the 1990s until 2012.
A limited remedial excavation was conducted in 2006 to remove petroleum contaminated soils in the former truck tipper area of the Site. Ecology determined that institutional controls would be required as part of the cleanup action to document the remaining contamination, protect the cleanup action, and protect human health and the environment. On August 26, 2008, institutional controls in the form of an environmental covenant were recorded with Snohomish County.
Ecology issued a No Further Action (NFA) opinion letter for the Site on September 4, 2008.
Periodic Review
We review sites about every five years after a cleanup action when institutional controls are part of the cleanup. The purpose of the periodic review is to make sure the controls remain effective, and the cleanup still protects human health and the environment.
The 2024 Periodic Review concluded that the completed cleanup actions and environmental covenant appear to be effective in protecting human health and the environment from exposure to hazardous substances. However, the access gate for the western access road needed to be repaired in order to effectively limit access to this part of Site (due to the presence of residual contaminated soils, and in accordance with the environmental covenant).

Voluntary Cleanup Program
This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.
Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.
Site use restrictions called institutional controls are in effect
Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.
Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
