Environmental cleanup at the Plaid Pantry / Gramor Development site is completed and Ecology removed the site from the state's Hazardous Sites List.

Ecology held a public comment period from May 23 to June 23, 2019, on removing the site from the Hazardous Sites List. Ecology received no comments during the comment period.

Site Description

The site is a commercial location, surrounded by commercial and residential properties. The former Plaid Pantry property was a convenience store and gasoline service station from 1982 to 2002. Currently the property is a small strip mall and parking lot. The former Gramor Development property is a strip mall and a parking lot. The two properties are adjacent to each other.

Initially, Ecology considered the former Plaid Pantry and the Gramor Development properties as two separate cleanup sites. But Ecology combined the two sites into one when it was clear both sites were affected by the same single source of contamination from the Plaid Pantry property.

Cleanup Site History

Sometime before 1991, leaded petroleum products leaked into the soil and groundwater at the Plaid Pantry service station. In 1998, Plaid Pantry discovered contamination associated with releases of petroleum hydrocarbons and volatile organic compounds into soil and groundwater and metals into groundwater. 

In 2005, Clark County Health Department on behalf of Ecology conducted a site hazard assessment at the Gramor Development property. Based on gasoline contamination (benzene and xylene) in groundwater above cleanup levels, the site was ranked as a 3, on a scale of 1 to 5 with 1 being the highest potential risk. Ecology placed the site on the Hazardous Sites List.  No source for the contamination on the Gramor Development property was found. The neighboring Plaid Pantry was located upgradient and it was the suspected source of contamination. 

From 1998 to 2010, cleanup activities at the Plaid Pantry property included

  • Removing 3 underground storage tanks and associated piping.
  • Installing 2 soil vapor extraction wells. 
  • Injecting oxygenating compounds into the soil to stimulate microbial breakdown of the hydrocarbons.

In 2013, studies confirmed there were no remaining buried underground storage tanks on the property. Testing showed that concentrations of contaminants in soil and groundwater were below cleanup levels. 

In 2013, Ecology decided no further cleanup actions were needed at the Plaid Pantry property. Based on a review of the cleanup in 2019, Ecology determined the cleanup of Plaid Pantry had removed the contamination from both the Plaid Pantry and adjacent Gramor Development property.

This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.

Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.
