Site Description
Soil impacted with total petroleum hydrocarbons and volatile organic compounds was discovered in 1997 around the hydraulic cylinder equipment vaults in the former service shop in the building on the east side of the property.
Cleanup Activities
Soil remediation was accomplished by excavation and subsequent off-site treatment by thermal desorption. A total of 1,213 tons of impacted soil was excavated from nine of the former hydraulic equipment vault areas. No ground water or saturated soil was encountered during excavation activities.
Excavation of impacted soil was limited in some areas by the maximum practical depth of excavation, and/or the proximity of the excavation to structural members of the building, such as footings or load-bearing walls. Three areas of impacted soil remain with petroleum concentrations above the site cleanup levels. The estimated cumulative volume of remaining impacted soil was 195 cubic yards.
Protective capping was considered the remedial action for remaining soil contamination. Asphalt covers the majority of the site that does not fall under the building footprint.
Regulatory Status
A Restrictive Covenant (also known as an Environmental Covenant) was placed on the property in 1999 to ensure remedy performance and to restrict activities that might result in exposure to contaminants.

The remedial actions completed at the Site appear to be protective of human health and the environment.
Soil cleanup levels have not been met at the Site; however, the cleanup action was determined to comply with cleanup standards under WAC 173-340-740(6)(f), since the long-term integrity of the containment system is ensured, and the requirements for containment technologies are being met.
The Environmental Covenant for the property is in place and continues to be effective in protecting public health and the environment from exposure to hazardous substances, as well as protecting the integrity of the remedial action.
Based on this periodic review, Ecology has determined that the requirements of the Environmental Covenant continue to be met. No additional cleanup actions are required by the property owner at this time. It is the property owner’s responsibility to continue to inspect the property to assure that the integrity of the remedy is maintained.

Voluntary Cleanup Program
This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.
Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.
Site use restrictions called institutional controls are in effect
Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.
Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
