Cleanup Complete

Spokane International Airport owns the site, and their Felts Field property is north of it.

From the 1940s to 1999, a variety of tenants occupied the site: an aluminum roofing, siding, and house trim manufacturing company; an electrical transmission line contractor; an autobody repair shop; and an asphalt maintenance company.

From 1997 to 2001, Spokane International Airport investigated and cleaned up the site. In 1999, all the buildings and other structures were demolished. Investigations included several areas of potential contamination:
  • Drum storage areas
  • Former underground storage tank location
  • Asphalt stockpiles
  • Above-ground storage tanks
  • Interior floor drain
  • Auto and equipment storage
  • Areas where the ground was stained
Soil samples were collected from these locations and analyzed for petroleum, polychlorinated biphenyls (PCBs), volatile organic compounds, and metals. Petroleum-contaminated soil was found and excavated for off-site disposal, except where it was under or too close to railroad tracks. 

In 2002, Ecology filed a restrictive covenant for the property to prevent activities that would expose humans and the environment to remaining contamination and warn future owners of its presence. We also issued a letter stating cleanup was complete and updated the site's status to no further action.

Three periodic reviews have been completed for this site. Each time, Ecology found that no additional cleanup was required and that remaining contaminated soil hasn't been exposed. You can learn more in the reports:

Voluntary Cleanup Program

This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.

Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.

Site use restrictions called institutional controls are in effect

Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.

Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
