Site Description
Y Pay Mor Drycleaner (the Site) is located at 2210 South 320th Street in Federal Way, Washington (Property). The Property is located north of South 320th Street, and approximately 0.3 miles west of Interstate 5.
The Property was formerly developed with the SeaTac Plaza Shopping Center (known as Best Shopping Plaza). The shopping center included a retail building and a parking lot. A former Y Pay Mor Cleaners operated in the easternmost tenant space of the retail building from approximately November 1985 to June 1992.
The Property, as well as the surrounding properties, are currently an active construction site by Sound Transit. A portion of the Property will be developed into a part of the new and expanded Federal Way Transit Center (FWTC) that will include an elevated light rail track, supporting columns, a guideway structure, parking facilities, and roads. Other portions of the Property are planned as future surplus property, which could include mixed residential and commercial uses.
The Site is defined by releases of tetrachloroethylene (PCE), trichloroethylene (TCE), and cis-1,2 dichloroethene (cis-1,2 DCE) to soil and groundwater from the former dry cleaning operation.
Cleanup Activities
Site investigations and interim cleanup actions were conducted at the Site since 1992. A vapor extraction system operated at the Site from 1993 to 1994 to remove the chlorinated solvents in the subsurface. Soil excavations were conducted in 2020, in conjunction with the former building demolition and construction of the new structures. Approximately 4,202 tons of contaminated soil were excavated from beneath and north of the former tenant space and disposed offsite.
Soil borings and monitoring wells were installed to delineate the extent of the contaminated soil groundwater. The remaining contaminated soil (after excavation) is present at depths greater than 20 feet deep. The remaining contaminated groundwater plume is present below the former dry cleaner space and extends to the southwest. The extent of the groundwater plume is not fully delineated.
A restricted covenant is in place to prohibit any activities that may result in the release or exposure to the environment of the contaminated soil, or that may interfere with the integrity of continued protection of human health and environment. This restricted covenant is still in place during the construction of the FWTC. Ecology is working with Sound Transit to review the construction activities, and is giving permissions to certain construction activities on a case-by-case basis.

Voluntary Cleanup Program
This site is in our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.
Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as sites Ecology manages under legal orders.
Site use restrictions called institutional controls are in effect
Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.
Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
