2019 Periodic Review Completed

Environmental cleanup is complete at the site, and the periodic review in 2019 shows that cleanup work remains effective in protecting the health of people and the environment.

After cleanup, some soil contamination remained at the site. To prevent exposure to that contamination, a restrictive covenant was filed for the site in 1999. The covenant restricts property use and requires maintenance of a pavement cap to eliminate exposure to contaminated soil.

When an environmental covenant exists for a cleanup site, Ecology reviews site conditions at least every five years to ensure long-term effectiveness of the cleanup action.

Based on Ecology's inspection on February 13, 2018, the pavement cap around the restaurant and parking lot is in satisfactory condition and continues to eliminate exposure to contamination.

From January 3 to February 3, 2019, Ecology held a comment period to provide the public with an opportunity to comment on conditions at the site.  No comments were received and Ecology finalized the periodic review report.

Site Description

For several decades before the late 1980s, the site was the location of a bulk heating oil storage facility with four above ground storage tanks. The tanks were removed sometime between 1984 and 1989. Construction of the McDonald's Restaurant began in 1989. 

Cleanup Site History

During construction of the McDonald's Restaurant, petroleum hydrocarbon contamination was discovered in soil and groundwater.

The owner conducted the following cleanup activities at the site:

  • Removed and disposed of more than 3,000 cubic yards of petroleum contaminated soil. 
  • Pumped and treated 1.9 million gallons of water to remove petroleum contamination from groundwater.

After cleanup, soil samples collected at the site indicated that all but two areas were below petroleum cleanup levels.  Excavation of more soil from the two remaining contaminated areas was limited by the location of power poles, utilities, and the sidewalk. The contaminated areas were capped with asphalt/concrete. The owner installed groundwater wells and monitors water quality to assure the contaminated soil does not contaminate groundwater.

Voluntary Cleanup Program

This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.

Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.

Site use restrictions called institutional controls are in effect

Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.

Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
