Comment Response

Periodic review

Site remedy report and updated focused feasibility study (FS)

Part 1

Part 2

The periodic review found that the dual phase extraction system is limited in its ability to remove remaining groundwater contamination. We reviewed other technologies and proposed replacing it with biosparge technology and institutional controls.

Next steps

Now that we have finalized the periodic review and updated the Focused Feasibility Study, we will use the findings to revise the site Cleanup Action Plan that implements the selected cleanup remedy. We will hold a public notice period on the revised CAP before making a final decision.

Site Information

Lilyblad is no longer in business. It began operations at the site in 1972 as a distributor of gasoline, diesel, solvents, and packaged petroleum products. Over time, it also became involved in various recycling operations, including recycling of spent solvent and waste fuels. Recycling operations ended at the site in 1988.

These activities resulted in contamination of portions of the site. Site investigations show contamination to a depth of about 8 feet. Contaminants of concern (COCs) from these activities include volatile and semi-volatile organic compounds, and total petroleum hydrocarbons in the soil and groundwater. The COCs moved with the groundwater to parts of the Port of Tacoma Road and adjacent properties.

Cleanup History

1995  Ecology, Lilyblad, and Sol-Pro sign Agreed Order No. DE 95HS-S292. The order requires Lilyblad and Sol-Pro to do a remedial investigation/feasibility study (RI/FS) and cleanup action plan (CAP).
2000  Ecology issues the first amendment to the Agreed Order, requiring Lilyblad to carry out interim action to contain and treat groundwter flowing off its property.
2006  Ecology issues a second amendment to the Agreed Order, reassigning the preparation of the FS and CAP to Ecology.

Ecology issues Enforcement Order No. 3334, requiring Lilyblad to stop interim remedial actions, submit revised groundwater monitoring plans, and take other actions to continue monitoring.
2007 Ecology issues Enforcement Order No. DE 4514 to implement the CAP. Lilyblad does not comply with the order. Ecology issues a notice to incur a lien on the property to recover the cost of cleanup.
