Site Description

The Site is currently used for commercial purposes.  A leaking fitting from an underground storage tank in 1988 released approximately 1,500 gallons of gasohol to soil and groundwater.  Explosive vapors were detected in the basement of a neighboring home, triggering remedial activities at the site.

Cleanup Activities

An interim action was conducted that consisted of the installation of a simple groundwater treatment system and soil vapor extraction system.  Over 6 million gallons of groundwater were extracted, treated, and discharged to the City of Yakima sewer system by the groundwater treatment system.  Approximately 4,000 cubic yards of impacted soil were excavated from the Site in 1992.  Following remedial activities a restrictive covenant was recorded for the Site in 1999.

Cleanup Complete

Based upon cleanup activities and the recording of the restrictive covenant, Ecology determined the Site is no longer a threat to human health and the environment.  Ecology issued a No Further Action determination in 2001.  The Site has been removed from the Hazardous Sites List.

Periodic Review

Periodic reviews are conducted every 5 years by Ecology for sites that have Environmental Covenants and/or Institutional Controls. The review is intended to examine the effectiveness of cleanup activities and to assure the continued protection of human health and the environment.

Periodic Review Results

The cleanup actions completed at the Site remain protective of human health and the environment. 

Soils with TPH concentrations higher than the 100 mg/Kg Method A cleanup level are still present, and MTCA Method A Soil cleanup levels have not been met at the Site; however, the cleanup action is determined to comply with cleanup standards under WAC 173-340-740(6)(f), since the long-term integrity of the containment system is ensured and the requirements for containment technologies have been met. 

The Restrictive Covenant for the property is in place and will be effective in protecting public health and the environment from exposure to hazardous substances and protecting the integrity of the cleanup action.


Voluntary Cleanup Program

This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.

Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.

Site use restrictions called institutional controls are in effect

Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.

Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
