Cleanup Complete

All diesel-contaminated soil and underground storage tanks for fuel were removed from the site in 2020. In 2021, Ecology issued our opinion letter stating the site was fully cleaned up. Because no contamination remains, the restrictive covenant on the property has been removed, and we won't need to complete any more periodic reviews.

Site History

The GTX Truck Stop site is immediately north of I-90. The site began operating as a commercial truck stop and retail fueling facility in 1971.

A gasoline service facility with a canopy roof, two pump islands, and three underground storage tanks (USTs) was on the west side of the building. A diesel underground storage tank system on the northern portion of the site was constructed in 1988.

The diesel pump island area was renovated between December 2000 and March 2001. Diesel-contaminated soil was found under several dispensing units and the former concrete pad where there were seams or cracks.

Cleanup

Later in 2001, about 1,263 tons of contaminated soil were excavated and disposed at the Graham Road Landfill in Medical Lake. The contaminated soil could not be completely removed because the canopy was held up by posts on footings in the ground. Impacted soil also remained under pump island 4 approximately 15 feet deep and around the post footings that supported an adjacent canopy. Due to the proximity of the footings, all the contaminated soil could not be removed. Residual affected soil also remained in the diesel tank bed between Tanks No. 2 and 3.

A restrictive covenant was recorded for the site in 2005, and Ecology issued a no further action determination stating no further actions were required. The covenant showed the type and location of contamination and limited activities such as digging, drilling, or other actions that could create exposure pathways to the remaining contaminants. 

In November 2020, all the underground storage tanks were excavated along with the remaining contaminated soil. Follow-up soil sampling showed that the cleanup meets requirements for unrestricted land use, so the covenant is no longer needed. We issued a second no further action determination in 2021.

Periodic Reviews
Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
 
Ecology visited the site May 13, 2010, and June 17, 2015. Asphalt, concrete, and building foundations that prevent human exposure to remaining contaminants in soil were intact. No repair, maintenance, or other actions were required. The restrictive covenant for the property ensured that the remedial action was protected until the underground storage tanks and remaining contaminated soil were removed in 2020.

This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.

Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.
