Site Status

Currently, property owner FH Brooklyn LLC and Chevron Environmental Management Company (CEMC) are continuing work to prepare detailed site investigations, feasibility studies of final cleanup options, and final cleanup plans. This work is being done with Department of Ecology (Ecology) oversight. These will be made available for future public comment. The interim action has enabled property redevelopment to proceed and may be incorporated into the site’s final cleanup action plan.

Site Background

The Chevron 90129 cleanup Site is located at 4700 Brooklyn Ave NE, Seattle, WA 98105.  Ecology and the Potential Liable Persons, FH Brooklyn LLC, and Chevron Environmental Management Company (PLPs) signed an Agreed Order on January 11, 2017 to investigate and clean up petroleum contamination at this Site. The Agreed Order required the PLPs to conduct an Interim Action at the Site.

 

An interim action was performed at the former Chevron Service Station No. 90129 property

·         The Interim Action was approved on March 18, 2018, after the completion of the Public Comment Period held from December 22, 2017, to January 22, 2018 for the Interim Action Work Plan, the State Environmental Policy Act Checklist and Determination of Non-Significance.

·         The Interim Action remedial excavation activities commenced on June 9, 2018 and were completed on September 13, 2018. The Interim Action Report was submitted to Ecology on January 4, 2019. All environmental data was submitted to Ecology’s Environmental Information Management (EIM) on February 4, 2019 which completed the Interim Action.

·         A total of 6,837 tons (4,558 cubic yards) of petroleum-contaminated soil exceeding MTCA Method A cleanup levels and a total of 1,259 tons (839 cubic yards) of impacted soil (detections below Method A cleanup levels) were excavated, and properly disposed of.

·         A total of 1,842,284 gallons of groundwater were treated and discharged to surface water in compliance with all conditions required by Construction Stormwater General Permit (CSWGP) WAR No. 306191 and Administrative Order No. 15705 issued by Ecology’s Water Quality Program.

 

After reviewing the Interim Action Report and EIM data, Ecology notes that all soil and groundwater contamination exceeding MTCA Method A Cleanup levels have been removed from within the footprint of the Property.

 

History of Petroleum Release at the Site

Service station operations have resulted in the release of product to the subsurface, impacting soil and groundwater. Chevron has conducted independent investigation and cleanup activities beginning in 1990, including groundwater monitoring, limited soil removal (during station rebuilds), and operation of an air sparge/soil vapor extraction (AS/SVE) system.

 

Five USTs and dispenser islands were replaced at the Site in 1989 by Chevron.  Chevron reported to Ecology that a release had occurred at the Site in 1990. Approximately 450 cubic yards of petroleum contaminated soils were removed from the Site in 1989. 

 

Environmental investigations at the Site revealed light non-aqueous phase liquid (LNAPL) floating on the groundwater surface in several well locations at the Site.  LNAPL was measured up to 1.54 feet in June 2014. 


Contaminants of Concern

Diesel-, gasoline-, and oil range hydrocarbons, benzene, toluene, ethylbenzene, and xylenes have been detected in soil and groundwater samples collected from the Site at concentrations above state cleanup standards

Lead and methyl tertiary butyl ether (MTBE) has been detected in groundwater samples collected from the Site at concentrations above state cleanup standards.  Recent concentrations of MTBE in groundwater have been below state cleanup standards. These contaminants are hazardous substances and may pose a threat to human health and the environment.
