Tesoro Refining & Marketing Company

The Tesoro refinery is located at West March Point Road in Anacortes, WA. The refinery separates crude oil into components for further processing and blending to make petroleum products. With a capacity to process an average of 105,000 barrel a day, major products include:

  • Gasoline
  • Diesel oil
  • Turbine and jet fuel
  • Liquid petroleum gas
  • Residual fuel oil
  • Oily Water Sewer
The refinery’s RCRA permit identified the oily water sewer as a solid waste management unit with potential for releases to soil and groundwater.  Ecology is not aware of any current releases from the unit.  The refinery will submit a plan for ongoing investigation of releases from the oily water sewer with corrective action, remediation, and monitoring, as needed. Contaminants of concern include metals, volatile organics, and semi-volatile organics.

Leaded Tank Farm Disposal Areas

Tank dike areas in the main tank farm were used for burying tank bottoms from leaded gasoline tanks. Contaminants of concern include:

  • Benzene, toluene, ethyl benzene, and total xylenes (BTEX)
  • Polycyclic aromatic hydrocarbons (PAHs)
  • Dissolved arsenic
  • Dissolved chromium
  • Dissolved lead 
Tesoro installed five new monitoring wells in January 2014 to investigate contamination in groundwater. They plan to sample 11 monitoring wells quarterly in 2014.
