Site Description

From 1926 until 1991, the property operated as a bulk fuel and oil facility. The site contained several above-ground storage tanks. Petroleum products were distributed through underground distribution lines from the tanks.

Site investigations began in 1989, when soil borings detected petroleum contamination in soil near the underground distribution lines.

Cleanup

About 800 cubic yards of petroleum-contaminated soil were excavated in 1992. Additional soil sampling and remedial activities were done between 1994 and 1999. Most of the contaminated soil was removed, but some contamination remains where it could not be excavated without risking damage to site structures.

Ecology issued a no further action letter after institutional controls were place on the property in 2002.

The property is now a storage unit facility.

Periodic reviews

Ecology has completed three periodic reviews for this site. Based on these site visits, no repair, maintenance or other actions are required. Access to the property continues to be limited by permanent fencing at the site. Asphalt and compacted gravel cover the majority of the site and prevent human exposure to any remaining contamination.

Voluntary Cleanup Program

This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.

Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.

Site use restrictions called institutional controls are in effect

Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.

Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
