Zip Trip Store 35
Site History
The Zip Trip Store 35 site is a retail gasoline station and convenience store with three underground storage tanks and two pump islands. The Spokane River is 0.2 miles south of the site.
The site was railroad property for approximately 100 years prior to the removal of the railroad tracks and construction of a commercial gasoline station in 1995.
Soil and groundwater contamination was found during site assessments in 2001, 2004, 2006, and 2009. Trichloroethylene and cadmium levels in soil and methyl tert-butyl ether (MTBE) in groundwater were above state standards in 2009.
In 2010, Ecology required quarterly groundwater monitoring for MTBE. All four sampling events in 2012 either didn't detect MTBE or it was found at levels that did not require cleanup.
Due to the remaining soil contamination that was left because excavation would have compromised buildings, an environmental covenant prohibiting activities that would expose it was filed on the property in 2013. Ecology then issued a no further action letter saying cleanup was complete because the soil contamination was capped with asphalt and the covenant protected people and the environment from exposure via direct contact or inhalation.
Periodic Reviews
We visited the site in December 2018 and found that the environmental covenant continues to be followed and the asphalt cap is in place.
Voluntary Cleanup Program
This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.
Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.
Site use restrictions called institutional controls are in effect
Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.
Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
