VOLUNTARY CLEANUP PROGRAM
This site was previously cleaned up under the Voluntary Cleanup Program (VCP) at the Washington State Department of Ecology (Ecology) Northwest Regional Office. Once a site is cleaned up and receives a No Further Action opinion letter, it is terminated from the VCP Agreement governing the project.
The VCP allows owners or operators an opportunity to clean up their contaminated sites independently rather than with Ecology oversight under a legal order. Participants in the VCP pay fees to Ecology to cover the department’s costs for guidance, project review, and providing a written opinion. VCP sites must meet the same cleanup standards as sites under legal agreements. All sites are regulated by the state’s cleanup law, the Model Toxics Control Act, which was created by a 1989 voter initiative.
