Ellensburg School Dist Transportation
1501 E Capital Ave, Ellensburg, WA 98926-9440

The Site is used by the Ellensburg School District as a bus facility.  In August 2000, fuel dispensers and four underground storage tanks (USTs) were removed from the Site, resulting in in two excavations, one for Tanks 1, 2, and 3, and the other for Tank 4.

Soil and groundwater samples were taken from the excavation that contained Tanks 1, 2, and 3.  Composite and discrete sidewall samples were analyzed for HCID and lead, respectively.  No soil samples were taken from the beneath the USTs, however, a groundwater sample was collected since groundwater was encountered in this excavation.  The soil samples that were analyzed for HCID were non-detect and the total lead concentrations were below old MTCA cleanup levels.  Analysis of the groundwater sample taken indicated the presence of gasoline-range hydrocarbons and BTEX.

In the second excavation, which contained Tank 4, only soil samples were taken since groundwater was not encountered.  Analysis of the samples found concentrations of hydrocarbons to be non-detect.

Soil samples were collected from beneath the diesel and gasoline fuel dispensers, respectively.  Analysis revealed diesel/motor oil range petroleum hydrocarbons.

Stockpiled soil, which accounted for approximately 150 cubic yards of excavated soil, was designated as “Class 2” soils.  This soil was used to backfill the UST excavations.

In 2016, Ecology received funding through the Model Remedies Grant Program to provide additional site characterization to assist a limited number of leaking underground storage tank (LUST) sites towards closure. The intent was to further characterize previously identified petroleum impacts at LUST sites still awaiting receipt of a No Further Action determination from Ecology. The Ellensburg School District Transportation site was selected to receive a portion of these funds.

In October 2016, soil and groundwater samples were collected in the vicinity of the former UST cavity to evaluate for the presence of residual hydrocarbons beneath this area of the Site. Laboratory analyses of these samples did not detect concentrations of petroleum hydrocarbons or associated constituents above their associated MTCA Method A cleanup levels.

In April 2017, Ecology issued a No Further Action determination for the Site using Model Remedy No. 1, as identified in Ecology's "Model Remedies for Sites with Petroleum Contaminated Soils" (Publication No. 15-09-043, September 2015). Under this option, it has been determined that the historic removal of contaminated soil has achieved Method A cleanup levels beneath the Site.
