For an official Opinion Letter, a No Further Action determination may be requested through Ecology’s Voluntary Cleanup Program or through the Pollution Liability Insurance Agency (PLIA) Petroleum Technical Assistance Program (PTAP). For sites that aren’t enrolled in PTAP or VCP, Ecology may initiate a Site Hazard Assessment.
