Excess flow into the plant does not allow for it to function as designed, so treatment of the effluent is compromised at times. Staff at the Cheney WWTP have been in regular contact with Ecology permit and enforcement staff to provide updates on plant performance. The city is using best management practices to attempt to stay in compliance, but weather related incidents are out of the control of the staff for the most part. |
