Please see the attached letter outlining the implementation of the Sewage Spill Reporting webpage, as required by the 2025 revision to Chapter 90.48 if the Revised Code of Washington (RCW). This letter was created to ensure you are aware of the new legislation and what it means for your facility.

RCW 90.48.636 requires the sewage spill reporting webpage to include specific information that may not be available at the time of the initial report to Ecology or may not be specifically required to be reported by your permit. When information necessary for the Sewage Spill Webpage is not provided to Ecology, we will use our best professional judgement to fill in the blanks if feasible or otherwise will note the information as “unknown” or “not reported.”

You can help ensure that the information we post on the webpage is accurate by including specific details in your incident report and 5-day follow-up report.

The webpage will also identify the permitted facility name associated with the sewage spill report and the county where the spill occurred to help the public identify the area(s) they are interested in. As a result, your facility may receive questions from the public about information on the webpage. We encourage you to view these inquiries as opportunities to help the public understand the practical realities of operating a wastewater collection and/or treatment system, your service goals and, where applicable, information about sewer utility rates.

This was corrected and will be listed as a grab in the new draft permit that should be going out to you soon for review.

Spoke with Eric Smith of RH2 on the phone: 

• A park by Chelan Falls and a hatchery are looking to discharge to the POTW. 
• The discharge of the hatchery would be less than SIU definitions of flows and loadings. 
• I told Eric that the facility would likely not require a permit, but that plans review would be required as the extra force main isn't in the general sewer plan.

 Do you know of any incidents around 8/3/23 involving the local WWTP?

I called Jim to follow up on an ERTS 724527 that occurred in the City of Chelan that the leak might have been a result of a sanitary sewer overflow that would have happened around 8/3/23. Jim said the only thing they had happen at the plant was an odor control problem that they were able to resolve. He said he is currently on vacation and will follow up with me next Tuesday to see if he can find anything out when he returns.

Regarding Chelan POTW accepting septage disposal from Stehekin’s system:  I spoke with Erik Van Doren, our unit’s Supervisor yesterday afternoon.  He steered me to information that I believe is similar to what we have discussed before when Chelan POTW was considering accepting isolated instances of potential septage disposal.
