| 3/26/2026 | Meeting | Stephanie Giesin | Erik Van Doren, Coleman Miller, and myself met with the Town of Naches Administrator Treesa Morales, Paul Stanton WWTP operator in responsible charge along with Dean Smith and Justin Bellamy from HLA at Naches Town Hall at 10 am. Our meeting was to discuss the Naches POTW Outfall Relocation. A relocation study was required in the previous permit and that deliverable was not met. As we are drafting their new permit, we wanted to discuss the path forward so we could all agree on what would be asked for in the next permit. The outfall location of discharge is the the Wapatox Canal that runs along side the Naches river but is blocked by a levee and discharges through a culvert. There are roots from trees that continue to be an issue for the outfall and we do not have receiving water data on the canal to determine reasonable potential for the discharge. It was discussed for HLA to work with Naches to develop of Facility Plan of alternatives for relocated the outfall from the canal to the river. This would give Naches time to save money to fund the project and for construction to take place in the next permit cycle. |

| 12/17/2025 | Meeting | Stephanie Giesin | We had a Zoom meeting with myself, Erik, Caleb, Vicki, Coleman from Ecology, Dean Smith and Justin Bellamy from HLA and Treesa Morales and Paul Stanton from Naches about the road wash out on Us 12. Ecology discussed relocation of the outfall for Naches POTW at the last inspection. A study had been written in the previous permit, but was never completed. Plans for rebuilding the road have already started and we wanted to see if at this time relocation of the outfall would be possible. Ecology is currently drafting Naches permit and will have some requirement for Outfall Relocation and receiving water study. Treesa will reach out to WSDOT contact to determine if Naches can start the plans process before the road is rebuilt. |

| 8/25/2025 | Email | Stephanie Giesin | I emailed Paul about 21 numeric effluent Temperature DMR violations in August. Temperature is a maximum daily limit and therefore needs to be reported within 24 hours according to Section 3.E.b of the permit. The design criteria will be updated to 500 lbs/day for BOD in their new permit with their recent upgrades.
Erik and I saw Paul at ERWoW conference on 8/27 and discussed this as it is reoccurring every summer, so 24 hr reporting is not necessary. He should report the violations when submitting the DMR. |

I wanted to verify the other operator that had at the plan and he said that Jacob is his right hand man that does a lot around the plant and he is a Group 2 operator. I said if he had any issues with his DMR or any violations to reach out and let me know and I will look forward to seeing the plant this year as this permit is on my list to start drafting this year. |

Attached for Ecology’s review and consideration is the Town of Naches Draft Wastewater Treatment Facilities Engineering Report. Improvements are proposed to address future demands being placed on the wastewater treatment plant by residential and industrial growth. Industrial discharges may include wastewater from Allan Bros. fresh fruit packing operation and a distillery.
To address future needs, improvements are proposed in two phases. The first phase includes improvements to the solids handling process, including a new sludge holding tank and a screw press. Biological treatment process upgrades will be completed in the second phase, including new influent pumps, anoxic selector tanks, and aeration basins. With improvements in place, plant capacity should be adequate to treat projected future loadings through the year 2040. The SEPA process is underway and the expected Determination of Non-significance (DNS) will be provided to Ecology after the comment period.
One topic addressed briefly is the treatment plant outfall. As discussed in the past, Yakima County began looking at modifications to the Naches River dike and floodway to improve habitat and reduce flood elevations. A consequence of their efforts is the possible migration of the river channel and unknowns related to the outfall alignment. As a result, the outfall relocation study was suspended until more information is available regarding the County’s project affecting the Naches River.
