Description Moderate risk waste (MRW) programs were established as a result of 1985 changes to the Hazardous Waste Management Act. Local governments diverted millions of pounds of oil, antifreeze, paints, solvents and other hazardous wastes from solid-waste landfills to proper management in hazardous waste management facilities (HWMF). These MRW programs protect soils and ground water at homes and businesses and reduce liability for contaminated landfills.
