| Description | The Washington Administrative Procedure Act requires that significant legislative rules be evaluated to "[d]etermine that the probable benefits of a rule are greater than its probable costs, taldng into account both quantitative and qualitative benefits and costs and the specific directives of the statute being implemented." RCW 34.05.328(1)(c). This determination must be documented prior to final rule adoption and included in the rulemaking record. This report summarizes Ecology's analysis of the probable costs and probable benefits of the proposed amendments to the MTCA Cleanup Regulation (Chapter 173-340 WAC) and explains how the estimates of those costs and benefits were generated. | ||||
