Description Section 303(d) of the federal Clean Water Act mandates that the state establish Total Maximum Daily Loads (TMDLs) for surface waters that do not meet standards after application of technology-based pollution controls. The U.S. Environmental Protection Agency (EPA) has promulgated new regulations (40 CFR 130.7 (e) and developed guidance (EPA, 1991) for establishing TMDLs.
