Description | Section 303(d) of the federal Clean Water Act mandates that the state establish Total Maximum Daily Loads (TMDLs) for surface waters that do not meet standards after application of technology-based pollution controls. The U.S. Environmental Protection Agency (EPA) has promulgated new regulations (40 CFR 130.7 (e) and developed guidance (EPA, 1991) for establishing TMDLs. |
