Just as in Old Testament times, water and justice are closely associated. Water is elemental to life, to commerce, and to civilization. Limits in available water doom lands and landowners to limited development. Control of the allocation of water automatically carries with it great political and economic power. It is hardly surprising that modern citizens, like Amos, see water as a metaphor for justice itself. The history of the struggle to achieve justice is the story of "Washington Water Law." |
