Description During its 2001 session, the Washington Legislature handed the Department of Ecology greater flexibility and expanded funding to process applications to change existing water rights. Under the bill, ESHB 1832, the department is required to report its progress to state lawmakers on an annual basis. This report also describes progress made by local water conservancy boards in processing water rights change applications.
