Description Chapter 508-14 WAC sets forth interim polices for withdrawal of commingled naturally occurring and artificially stored groundwater from a defined area within the Columbia Basin project area. Substitute House Bill (SHB) 2874 grants the Department of Ecology (Ecology) the authority to enter into agreements with the United States Bureau of Reclamation (USBR) for the allocation of groundwaters that have accumulated as a result of the importation of surface waters from the Columbia Basin project. SHB 2874 requires Ecology to submit annual progress reports to the legislature. This report summarizes progress from November 2002 through October 2003 on the development of a pilot program for allocation of groundwaters from the 508-14 Area.
