Description This report was developed in response to a recommendation by the Oil Spill Early Action Task Force for an independent evaluation of "all appropriate citizen advisory and involvement models including Alaska's Regional Citizens Advisory Council and Regional Stakeholder Council, which can work effectively with the existing Northwest Area Committee framework to improve spill response in the first twelve hours."
