Description The Department of Ecology has made several revisions to the Voluntary Cleanup Program (VCP). The Washington Legislature amended the Model Toxics Cleanup Act (MTCA) in 2007 to clarify Ecology’s authority to provide written opinions on remedial actions performed on individual Properties within a larger cleanup Site. When providing Property-specific opinions, Ecology must also provide an opinion on the status of the entire Site. Key changes include Property-specific opinions, revisions to boilerplate opinion letters for Site cleanup, and revisions to the application form and administrative letters.
The mission of the Department of Ecology is to protect, preserve, and enhance Washington’s environment. To help us meet that goal, please consider the environment before you print or request a copy.

ADA Accessibility
The Department of Ecology is committed to providing people with disabilities access to information and services by meeting or exceeding the requirements of the Americans with Disabilities Act (ADA), Section 504 and 508 of the Rehabilitation Act, and Washington State Policy #188.
