Description When proposing a new administrative rule for consideration, the Washington State Department of Ecology (Ecology) is required by RCW 34.05.328(1) (d) to determine whether the probable benefits exceed the probable costs. This document fulfills this requirement for the proposed amendments of Chapter 173-218 WAC -- Underground Injection Control Program and Chapter 173-216 WAC--State waste discharge permit program.
