Description The Stillaguamish River Basin is designated as Water Resource Inventory Area 5 (WRIA 5) in chapter 173-500 Washington Administrative Code (WAC). The proposed rule is chapter 173-505 WAC. Ecology is developing and issuing this Small Business Economic Impact Statement (SBEIS) as part of its rule adoption process and pursuant to chapter 19.85 RCW. Ecology intends to use the information developed in the SBEIS to ensure that the proposed rule is consistent with legislative policy.

The objective of this SBEIS is to identify and evaluate the various requirements and costs that the proposed rule might impose on business. In particular, the SBEIS examines whether the costs on businesses that might be imposed by the proposed rule impose a disproportionate impact on the State’s small businesses.
