Description Recent legislation requires that the Department of Ecology develop a guide that describes all of the important elements for characterizing water quality conditions of streams and lakes near dairy and concentrated animal feeding operations (CAFOs). Although requirements are stringent for containing contamination generated by these operations, monitoring is used to evaluate the site management plan and modify it, if necessary.

This document describes elements for developing a monitoring program that produces reliable data. Examples are provided for establishing monitoring sites, selecting water quality parameters, and analyzing data. An extensive list of references is included for planning more complex projects.
