Description A literature review was conducted to explore the state of knowledge and provide scientific information on the phosphorus content of stormwater discharges from construction sites. The relationships between total phosphorus and surrogate parameters such as turbidity and total suspended solids are presented. This information is provided to inform permit writers on whether to include monitoring requirements for phosphorus in stormwater discharges in the General Construction Permit.

In addition, topics related to monitoring and management actions to reduce phosphorus in construction discharges are discussed. This review also explores the special conditions when federal Clean Water Act Section 303(d) waterbodies are impacted by the construction stormwater.
