Description Ecology is proposing amendments to WAC 173-308. The Regulatory Fairness Act – RCW 19.85.011 requires Ecology to prepare a Small Business Economic Impact Statement (SBEIS) to show we have considered how the rule amendments will impact small businesses in comparison to large businesses. After evaluating the proposed amendments, Ecology determines that some of the amendments will increase the costs to manage biosolids and some will decrease the costs. We also determine that the proposed amendments will have a disproportionate impact on small businesses. Therefore, we must include cost-minimizing features in the rule where it is legal and feasible to do so.
