| Description | In a budget proviso, the 2007 Legislature directed the Department of Ecology to: • “Convene a work group with representatives of affected stakeholders to assess opportunities, other than burning, to manage vegetative solid waste.” • “Recommend best management practices, consistent with good solid waste management practices that work for smaller communities.” The budget proviso provided two million dollars for grants to local governments for alternatives to burning projects. The Legislature created this proviso in response to the restriction on open burning that went into effect on December 31, 2006, in all urban growth areas of the state as required by Chapter 70.94 – Clean Air Act. This report summarizes the work Ecology carried out to satisfy that proviso. The recommendations are to be provided to affected cities and to the appropriate standing committees of the legislature. The proviso language is included in Appendix A. |
