Description Washington State Legislature Engrossed Second Substitute House Bill 1605 was approved by the Governor on May 6, 2005. This bill added a new chapter to Title 70 of the Revised Code of Washington (RCW) -Chapter 70.140-Area Wide soil contamination. The law directs the Washington State Department of Ecology in cooperation with the Department of Social and Health Services, The Department of Health, the Office of the Superintendent of Public Instruction, and local health departments, to assist schools and childcares west of the crest of the Cascade mountains to reduce the potential for children's exposure to area-wide soil contamination.
