Description Effective September 5, 2007, mitigation is required for outdoor uses for new residential developments withdrawing ground water from permit-exempt wells14 drilled in the gravel (shallow) aquifer, in high density areas. This document provides guidance to home builders, developers, well drillers, land owners, Walla Walla County and Department of Ecology staff and others regarding the mitigation requirement prescribed in WAC 173-532-050 of the “Water Resources Program for the Walla Walla River Basin” rule.
