Description | A detailed implementation plan is the primary grant requirement for the first year Washington State Department of Ecology, Phase 4 Implementation Grant. The detailed implementation plan submitted to Ecology must meet certain requirements identified in RCW 90.82.043 and 90.82.048 to qualify a watershed planning area for subsequent years of Phase 4 Implementation Grant funds. The RCW 90.82.043 requirements for a detailed implementation plan focus on strategies that provide sufficient water for instream and out of stream uses and that include timelines and milestones for achieving the strategies. Specifically, strategies meeting the RCW requirements will address provision of sufficient water for a) production of agriculture, b) commercial, industrial, and residential uses, and c) instream flows. Timelines and milestones included in the detailed implementation plan need to also address planned and future use of existing water rights for municipal water supply purposes that are inchoate (have never been used), including how the rights will be used to meet the projected future needs and how these rights will be addressed when implementing ISF strategies (RCW 90.82.048). In addition to timelines and milestones, other requirements for a detailed implementation plan as identified in RCW 90.82.043 include defining coordination and oversight responsibilities, interlocal agreements, rules, or ordinances that may be needed to implement strategies, local administrative approvals and permits, and funding mechanisms. |
