Description The Black Rock Orchards Dam is located about 15 miles east of Moxee City, Washington, in the Black Rock Valley (see Figures 1 and 2), and is currently owned by Mr. Zine Badissy. The 31 foot high dam was constructed in 1985 for the purpose of storing irrigation water for surrounding orchards. The reservoir was to be filled primarily by pumping from wells. Some inflow was also to come from irrigation runoff and natural runoff from the watershed. However, the pumping scheme was never implemented, and the reservoir has never been filled more than a few feet during the last 23 years.
