These guidelines identify the conditions where an anaerobic digester would be exempt from obtaining a solid waste handling permit. Anaerobic digester owners and operators must operate in compliance with other applicable regulations. The Governor's Office of Regulatory Assistance ( may provide help in understanding additional permitting requirements and government regulations.
