Description The Washington State Department of Ecology (Ecology) is proposing to adopt Chapter 173-539A WAC - Water Resources Program for the Upper Kittitas Ground Water Rule. The Administrative Procedures Act (RCW 34.05.328(d)(e)) requires two types of analyses before adopting a significant legislative rule: a cost-benefit analysis, and a least burdensome alternative analysis. This report provides the results of these analyses and shows the potential impacts associated with the proposed rule.
