Description Ecology must estimate the impacts of the rule changes on individuals, businesses, and the public. This includes changes in costs and changes in the value of agricultural burning and the services provided for the fees paid. Estimated impacts are determined as compared to the previous regulatory environment the way agricultural burning would be regulated in the absence of the final rule amendments.
